Don't know of any flash memory that can maintain a galvanic connection in the absence of power.
Or for that matter directly switch a high-current load.

If that's a criteria maybe consider using a mechanical switch?

I think the requirement also included actuation via a pushbutton switch or momentary pulse.

Isn't it easier to remember state during power failure with one of those ?
Latching relay
Toggle switch
